problem with fserver

since today my server has stopped functioning. i cleard the queues and when i try to get a file i (or any one else loging on it) automaticly get the :
Sorry but due to abuse, this file server uses an Anti-Camp Policy. Since you reached the maximum number of personal queues this session will automatically close in 30 seconds

and the queues are all empty, no sends, and it configured to have enought sends and queues for each user.

i tried to uninstall mirc and invision and reinstall all but problem is still there. any ideas ?
