Convert KB/s To cps

how do i convert 28 KB/s to CPS cause i wana DCC cap it cause when I move to comcast t6he upload cap is 30 and if i send at 30 it wont have ne more speed to send the info like that i'm still on the channel etc, so i wana cap the DCC speed at 28 KB/s but it needs it in cps kan ne on help

if its is needed i'm use Invision 2.0 2520 but i dont think that is realy needed

ummm set to 28,000 (without the comma ie:28000) and that will be at 28kbs. Also if you are planning a one send in progress at a time situation then you will need to use a DCC Packet size of 4096 or 8192. if you use smaller like say 2048 then you will have an effective cap per send of 20kbs due to the way mIRC handles the regulation. So 4096 will give you a 41kbs cap per send (not total for all sends, just PER send)
