this happens on all different servers and i have downloaded lots of different scripts but it all says the same?????? have you any idea of what it may be plz help

hey all, i need help everytime i try to connect to any server on mIRC it displays this message :*** Unable to connect (Connection refused)
this happens on all different servers and i have downloaded lots of different scripts but it all says the same?????? have you any idea of what it may be plz help

how are you connected to the internet ?
are you using a router ?
