Different ad time delays for different channels?

Not on the same network, it's not. If you are on different networks, then it would be possible since the fserv settings are network-based rather than channel-based. Most channels just have a minimum ad delay setting, so just set it for the channel with the highest minimum and call it good. If you serv on channels that allow !list, any ad delay is fine since people can find you with !list easier anyhow.
