Extreeeemly slow download speeds

I've just arrived on campus and our ResNet isn't the fastest because they've throttled the bandwith to 60% of capacity but it still should be pretty fast. However, when I'm receiving files on IRC the speeds are so slow that the transaction times out. I'm talking about .07 KB/s and below.

Previously, at home, I could receive at 135 KB/s to 500 KB/s from the same servers. Are there any settings I can configure so my download speeds aren't so ridiculously slow? Any help would greatly be appreciated.

Also, colleges tend to either completely block or else cut speeds greatly on certain filetypes (MP3, for example). They also tend to cut speeds greatly on certain ports (such as mIRC's default ports), so depending on what port(s) you're downloading from, your speeds could be really bad.

There is no way around it. You have to accept what you get from a college connection.
